There are lots of different torrent sites, and they change frequently due to their dubious legal status.
Does anybody have an idea about changing the default download location in android? Or do you guys know how can I write an Android application which asks the user download location (sd card or usb memory)?

If you mean downloading from a link in the browser it is up to the browser to set the folder the files are stored in. The default browser uses sdcard/download/ to store files. I am not sure if you can change this in the browser settings or not. But there is nothing stopping you or anyone from making your own browser application that uses a different folder by default, or even asks the user to set their own choice of download folder. I think the firefox app uses sdcard/downloads/ instead of download, they may have a setting in there that lets you change that also.
You can change your save location when using a Samsung Browser by going into Settings > Advanced > Save content to and select SD Card (if you have one)

My torrents is currently downloading to C:UsersJosephDownloads
I want to change it to another location (say C:Downloads
)
But of course the torrents (about 5 of them) have not finished downloading. Is there a way to make a shift or will I have to either wait till they are finished downloading or restart the downloads?
(Windows Vista Home Premium sp 2)
PS: I have both Bittorrent and uTorrent and would like to migrate both of it to another location (in case it works for one but not the other)

- Stop the torrent
- Create the new location (eg. C:Downloads)
- Copy/move files from original location (eg.C:UsersJosephDownloads) to new location
- Right click torrent in uTorrent > 'Advanced' > 'Set DownloadLocation...' > select the new location
- Right click again > 'Force Re-Check'
- Once it's done checking, start the torrent again
- Repeat for all torrents you want to move
